Introduction
A Biometric Authentication System (BAS) is used in the construction sector to verify and record workers’ site attendance through biometric identification, such as fingerprint or facial recognition. The system helps builders accurately capture manpower attendance data, reduce manual attendance tracking, and improve the reliability of workforce records at project sites.
For applicable construction projects, BAS supports compliance with regulatory requirements by enabling builders to collect attendance data required for monthly Construction Productivity Data (CPD) submission through the electronic Productivity Submission System (ePSS) Portal.
The attendance records captured from BAS help provide a more accurate overview of manpower deployment, site productivity, and workforce participation throughout the project period.
By implementing BAS, construction companies can improve site access accountability, strengthen attendance record integrity, reduce administrative workload, and support timely monthly reporting from Permit to Commence Work (PTCW) issuance until the final Temporary Occupation Permit (TOP) or Certificate of Statutory Completion (CSC) is issued.

What’s New
Effective from 1 May 2026, builders of applicable projects applying for Permit to Commence Work are required to submit Construction Productivity Data (CPD) through a Biometric Authentication System (BAS).
In addition, the BAS must be integrated with the data exchange platform to support automated CPD submission. Therefore, builders can reduce manual submission work and improve reporting efficiency.
